June 2025: Minister Bishop's Decision on PC14
A win for residents in Ōtautahi
Minister Bishop’s decision is a positive step for current and future residents of Ōtautahi Christchurch
Greater Ōtautahi welcomes Minister Chris Bishop’s decision on Christchurch City Council’s Plan Change 14 (“PC14”). Ōtautahi Christchurch is the best place to live, work, and play; this decision continues our city’s growth.
“Plan Change 14 represents a fantastic opportunity for the city to grow sustainably. Allowing more homes where people want to live is an important step for the future of Ōtautahi. This means that people are able to live with dignity in a home that is more affordable,” says Greater Ōtautahi chairperson M Grace-Stent.
PC14 is the latest Christchurch District Plan, the rules for what is built, and where, in Ōtautahi Christchurch. This change finally lifts many restrictions that prevent denser and more diverse housing across our city.
These changes will allow vibrant, walkable, and liveable centres across our city, and especially in diverse and changing areas like Riccarton and Papanui where younger populations can take advantage of amenities like shopping, parks, nature, and education.
“While PC14 won’t build new houses overnight, this is still a huge step towards alleviating the housing crisis. The Minister’s decision will allow more houses to be built across our city,” says M Grace-Stent. “This is another step in Ōtautahi Christchurch’s growth and we will continue to advocate for more quality housing to be built across the city.”
Plan Change 14 is an opportunity for Ōtautahi Christchurch and we are excited to see it enacted in full, with the final decisions due before the end of 2025. This is another step in Ōtautahi Christchurch maturing toward a positive future for all its residents.
